INTRODUCTION
Cleveland College of Art & Design (CCAD) is required under the provisions of the Health and Safety at Work Act, 1974, to produce a statement of policy with respect to the health and safety of everyone who uses its premises.
The Board of Governors recognise and accepts its responsibility for providing a safe and healthy environment for all employees, students and everyone who uses college premises.
The Board of Governors will continually strive to achieve the highest possible standard rather than rely on accomplishing the legal minimum.
CCAD recognises the importance of employees and students understanding their individual responsibilities and co-operating fully in ensuring that the health and safety policy and procedures are observed. The College policy is strongly committed to protecting human and physical resources and ensuring safe procedures in health and safety for all the College’s stakeholders.
This document is intended to bring CCAD’s statement of policy to the attention of all it’s employees and students and to provide details of the organisation and arrangements for carrying out the policy, as indicated by the Act. The policy is supplemented by specific procedures covering a range of topics and everyone must ensure they are aware of the safety precautions appropriate to the area in which they work and study.
SCOPE
This Policy applies to everyone associated with the College; The Board, employees, students, visitors, contractors and any other people who may be affected by its activities.

POLICY
1. CCAD, as an employer, is committed to providing and maintaining a healthy and safe working environment for all its employees, students, visitors and any other people who may be affected by its activities. The overall responsibility for ensuring implementation of this policy lies with the Senior Management Team.
2. This statement applies to all premises and activities in the control of the College.
3. CCAD has the following key objectives:
§ to regard legal compliance as the lowest acceptable standard and to ensure the College is moving towards ‘best working practices’ in health and safety;
§ to promote an attitude of safe working by employees and students in all aspects of the College’s work supported by appropriate disciplinary procedure;
§ to identify hazards (the potential for harm), assess risks (the likelihood of that being realised) and manage those risks;
§ to ensure that employees, students and others are adequately informed of the identified risks and where appropriate receive instruction, training, information and supervision;
§ to consult with employees’ and students’ representatives on health and safety matters via the Health and Safety Committee;
§ to make arrangements for co-ordination and co-operation with other employees where:
- College employees or students share premises, facilities or activities with persons working in other organisations;
- persons from other organisations are working in College controlled activities;
· to safeguard the environment from the effects of the College’s activities;
· to inspect, monitor and review the effectiveness of the College’s arrangements and where appropriate, implement improvements;
· to ensure that the demands of activities do not exceed the capabilities of staff and students to carry out the work without risk to themselves or others.
- Course and Programme Leaders are required to maintain a health and safety file for their area. This file to be reviewed annually.
- The College will actively monitor performance of management of risks under their control and the implementation of health and safety action plans.
- Whilst the College accepts the main responsibility for implementation of this policy, individuals have an important role in co-operating with those responsible to ensure a healthy and safe working environment. Individuals are required to abide by rules and requirements made under the authority of this policy.
ROLES AND RESPONSIBILITIES
Board of Governors
Overall responsibility for Health and Safety Policy rests with the Board of Governors and under the requirements of the Health and Safety at Work Act 1974 they are responsible for issuing a written statement covering the general policy with respect to health, safety and welfare at work of staff, students and others affected by the undertakings of the College.
The Board of Governors shall ensure they receive sufficient information on the status of College health and safety management systems in order to approve and ensure that adequate resources are allocated to implement the College health and safety procedures.
The Board of Governors receive an annual report and advice on health and safety from the College Health and Safety Committee. The annual report reviews progress and allows the Board to monitor and review key health and safety performance indicators.
Whilst statutory compliance will be accepted as a baseline standard, the Board of Governors will ensure that the College is constantly moving towards best possible health and safety practice.
The Principal
Responsibility for implementation of the College Health and Safety Policy rests formally with the Principal who is responsible for ensuring that objectives of the College’s Health and Safety Policy are met, these being:
§ to ensure that managers, course and programme leaders know and undertake their individual responsibilities regarding health and safety and that the requirements of health and safety legislation are met;
§ to advise the Board of Governors of the resources required to comply with statutory requirements and make adequate arrangements;
§ to ensure adequate consultations between management, specialist advisers and employees’ representatives prior to the introduction of any change which may affect health and safety;
§ to make the necessary arrangements to ensure that safety representatives who are appointed under statutory regulations can effectively carry out the duties required of them;
§ to ensure that adequate communication channels are maintained to allow the flow of information concerning health, safety and welfare.
The Principal has appointed the Director of Estates and Services to be responsible for the oversight of health and safety management and the Facilities Manager/Health and Safety Advisor to chair the Health and SafetyCommittee.
Senior Management Team
Under the direction of the Principal, the Director of Estates, the Health & Safety Advisor and members of the SMT are responsible for achieving the objectives of the Health and Safety Policy. As an integral part of their management responsibilities they will:
§ ensure adequate follow-up procedures are in place to address courses/programmes/departments which fail to achieve a basic level of health and safety management as identified through accidents, hazard reporting and health and safety audits.
§ ensure that they and all personnel for whom they are responsible know and undertake their responsibilities regarding health and safety, and that all personnel are adequately trained to discharge those responsibilities.
§ promote the implementation of the Health and Safety Policy by establishing an adequate programme to:
- seek elimination of accident potential;
- ensure that assessments of risk to health and safety are conducted and that adequate control measures are introduced and maintained;
- conform with statutory duties and College codes of practice, and to formulate suitable procedures to report accidents, communicate information and identify, report and eliminate hazards;
§ ensure the health and safety arrangements are fully discussed, seeking specialist advice where necessary, with regard to:
- current working programme;
- planning new operations or methods of work; and
- designing or acquiring new buildings, plant and equipment;
§ arrange consultations with employees and their representatives in the workplace to ensure that progressive and positive methods are adopted to promote health and safety and to provide arrangements for the participation of employees’ representatives in the development of such measures;
§ provide such information, instruction, training and supervision as may be necessary to ensure the health and safety of those under their control;
§ ensure that regular fire evacuation drills are conducted, fire fighting equipment is made available, fire alarms tested with appropriate frequency and that all employees are aware of the emergency procedure;
§ keep under constant review the effectiveness of the College’s policy and advise the Principal of any changes they consider necessary on any matters in breach of statutory requirements which cannot be effectively dealt with by them.
Course/Programme Leaders and Support Managers
All persons with managerial or supervisory responsibilities must adequately supervise work activities to ensure that safe systems of work are being followed. Within areas of teaching, members of teaching staff have responsibilities to their colleagues and an additional duty of care for students.
They are also responsible for the adoption of the College policy within their area of control. To achieve this they will ensure that:
§ health and safety procedures are available for staff and students;
§ they adequately consult staff on health and safety matters
§ any matter brought to their attention by staff and students is given prompt and appropriate attention;
§ they and all persons reporting to them know and undertake their responsibilities under the College’s Health and Safety Policy and all are adequately trained to enable successful implementation of the policy;
§ all appropriate statutory law, regulations and approved codes of practice are strictly adhered to;
§ safe working practices are maintained at all times to ensure the health and safety of employees, students and members of the public;
§ assessments of risks to health and safety are conducted and that adequate control measures are introduced and maintained;
§ adequate supervision is made available;
§ health and safety is co-ordinated and organised within their area to ensure its effectiveness;
§ all persons reporting to them are carrying out their responsibilities as defined by regularly auditing the workplace;
§ as appropriate, correct protective clothing will be required and made available to all persons under their control;
§ adequate plant and equipment is made available to ensure safe working practices and that such plant and equipment is effectively maintained to a safe standard;
§ specialist advice is sought on any health and safety at work matter for which clarification or assistance is required;
§ the Director of Estates and Services attention is drawn to any breach of statutory requirements.
§ advise the Director of Estates and Services of the resources required to make adequate arrangements;
§ so far as is reasonably practicable, all contractors engaged by the College conduct their work in accordance with:
- the terms of contract;
- Health and Safety at Work Act;
- Statutory regulations and College approved codes of practice;
- Danger to College’s employees, students or members of the public is avoided;
§ for all educational visits there is a comprehensive procedure
Health and Safety Manager / Health and Safety Advisor
The Health and Safety Manager, namely the Director of Estates and Services, is responsible for providing a central co-ordinating role in relation to general health and safety matters. The Health and Safety Advisor/Facilities Manager, acts as adviser to the College about particular safety problems and the requirements and interpretation of relevant legislation. Both have a vital role in the development of the College’s safety policy and the development of a safety management system.
The Health and Safety Manager will ensure the effectiveness of College safety management structures through regular auditing of these systems. The Health and Safety Manager will present to the Board of Governors an annual report on the status of the College health and safety management systems and procedures.
All Supervisory Staff
All supervisory staff will:
§ be fully familiar with the College Health and Safety Policy and understand and apply it within all areas of their responsibility;
§ ensure that their staff and students operate in accordance with the College Health and Safety Policy, as relevant to their work or studies;
§ ensure that they, their staff and students are trained in the principles, operations and emergency procedures necessary for health and safety;
§ ensure the competence and training of their appointees to allotted tasks;
§ ensure that safe working practices in a safe working environment are used by all staff.
All Staff and Students
The Health and Safety at Work Act 1974 states that EVERYONE has a responsibility for safety and a duty of care to each other. It is important that everyone appreciates the extent of their responsibilities, namely that they:
§ shall make themselves familiar with the Health and Safety Policies of Cleveland College of Art & Design, and shall be fully familiar with the sections of these policies which directly affect their particular activities;
§ shall accept individual responsibility:
- to take all reasonable care for the health and safety of themselves and of any other person who may be affected by their acts or omissions;
- to co-operate with the College so far as is necessary to enable it to comply with its legal duties;
- to undertake as required all health and safety training which is deemed necessary by their line manager to secure the health, safety and welfare of the employee or anyone affected by their actions whilst at work or study;
§ shall report to supervisory staff any accidents or dangerous occurrences, whether or not injury is sustained, and any unsafe practices;
§ shall report systems of work or conditions which they consider may create risks to their own health and safety or damage to equipment and premises;
§ shall not, intentionally or recklessly, interfere with or misuse anything provided by the College in the interests of health, safety or welfare;
§ shall conform to all instructions, written and oral, given to ensure their personal safety and safety of others;
§ shall at all times make full use of appropriate protective clothing and appropriate safety equipment and devices provided;
§ shall maintain tools and equipment in good condition, reporting any defects to their supervisor.
§ shall not, without the consent of the Health and Safety Manager / Advisor, introduce any equipment for use on College premises, alter any fixed installations, alter or remove health and safety notices, equipment, or otherwise take any action which may create hazards for persons using the premises.
§ shall at all times comply with all fire, safety and security procedures;
MONITORING AND EVALUATION
General Statement
The organisation of health, safety and welfare within CCAD is designed, at minimum, to meet legal requirements and additionally to promote safe behaviour and to encourage a positive approach to health and safety.
In order to fulfil the above objectives this Health and Safety Policy is supplemented by the Health and Safety Procedures.
Health and Safety Procedures
The set of procedures are used to implement the health and safety policy. They should be referred to in conjunction with the policy in order to understand the full arrangements for health and safety management at CCAD. However, attention is drawn to the following:
§ CCAD requires the person responsible for safety in each area to produce formal written risk assessments where risks to health and safety exist.
§ The Health and Safety Advisor will undertake an annual audit of the course and programme health and safety files.
§ The procedures are produced in consultation with the Health and Safety Committee which includes staff and union representation.
Health and Safety Committee
Terms of reference being:
· The committee will meet once per term, though additional meetings may be arranged by the Chair or at the request of the membership.
· Quoracy will be set at 50% of membership.
· The committee will report to SMT once per term.
· The committee will act as a forum for investigating and promoting good practice in Health and Safety matters.
· The committee will ensure that the college meets and exceeds legislative and external requirements through review of the college’s strategic objectives, policies and procedures
· The committee will monitor the relevant sections of the college’s Strategic Plan and/related action plans.
The Health and Safety Committee will regularly review implementation of health and safety policy and make recommendations to management accordingly.
There will be termly safety inspections of the workplace carried out by the Health and Safety Advisor, department staff and a Trade Union Representative. The inspection reports are to be presented to the Health and Safety Committee.
Review of Health and Safety Policy
This health and safety policy for Cleveland College of Art & Design supersedes any previous health and safety policy, and will be reviewed annually by the Health and Safety Committee, which will advise the Board of Governors and the SMT of any necessary amendments and additions.
